Citing reports from Aklan police, Philippine National Police (PNP) spokesman Agrimero Cruz identified the victim as Zhang Wei, 28, a Chinese national.
Zhang drowned while snorkeling at Sitio Tambisaan, Barangay Manoc Manoc, Boracay Island.
That beach has a really good snorkeling area but like all things in the Philippines, if people like it then somebody is around to charge fees for it… in this case, the local Barangay employees in small kayaks or tiny skiff boats. The operators are big on giving everyone floatation devices and the patrols are almost militant in collecting money from anyone that dares to swim in the ocean without paying first. Its odd that a person could drown under such close supervision but hey, its the sea. It takes lives as it sees fit.
